What is the Address Confidentiality Program (ACP)?
The Colorado Address Confidentiality Program (ACP) is a statewide program that provides survivors of stalking, sexual assault, and domestic violence with a legal substitute address and mail forwarding. ACP services are intended to enhance a comprehensive safety plan and contribute to increased survivor safety.
Who can enroll in the ACP?
- An applicant must be a survivor of sexual assault, domestic violence or stalking/harassment who fears for his or her safety.
- Co-applicants can be listed on the application, if they reside with an enrolling survivor, and their enrollment will contribute to the survivor's safety.
- Co-applicants can be children or adults, but all adults must understand and agree to enrollment terms before signing the application.
- The applicant must provide evidence of victimization, such as a police report, protection order, agency documents or a letter from a professional who has provided counseling, referral or other direct services.
- An applicant has relocated within the past 90 days or is planning to relocate. Applicants must reside in Colorado.
How does a person enroll in the ACP?
A. Those interested in enrolling in the ACP must meet with an Application Assistant - a provider of direct victim services who is trained and certified by the ACP to determine eligibility. The Application Assistant determines whether an applicant meets the eligibility requirements and submits an application to the ACP on their behalf. How does the ACP work?
The ACP provides participants with a legal substitute address and a mail forwarding system. Participants use the substitute address for creating or changing public records. Under Colorado law, all state and local government agencies must accept a participant's substitute address. Participant mail received at the substitute address is repackaged and forwarded to participants at their actual address. ACP services can enhance a comprehensive safety plan and contribute to increased survivor safety. ACP services are provided at no cost to the program participants.
Does the ACP forward all mail?
The ACP forwards all First Class mail addressed to participants. First Class mail includes most types of personal mail, such as letters, postcards, and bills. This also includes certified and registered mail. The ACP cannot forward marketing mail (junk mail advertisements from businesses or nonprofits) or periodicals (magazines, newspapers, or newsletters). These items are returned to the sender.
